{"id":690,"date":"2010-01-15T17:01:01","date_gmt":"2010-01-15T23:01:01","guid":{"rendered":"http:\/\/weblog.chrisgrundemann.com\/?p=690"},"modified":"2010-01-15T17:01:01","modified_gmt":"2010-01-15T23:01:01","slug":"reduce-simplify-ipv4-initial-allocations","status":"publish","type":"post","link":"https:\/\/chrisgrundemann.com\/index.php\/2010\/reduce-simplify-ipv4-initial-allocations\/","title":{"rendered":"Reduce and Simplify IPv4 Initial Allocations"},"content":{"rendered":"<p>I find myself behind the ball again when it comes to posting info here on my blog. In the last part of 2009, I authored \/ co-authored and submitted two policy proposals for consideration to be included in the <a title=\"ARIN NRPM\" href=\"https:\/\/www.arin.net\/policy\/nrpm.html\">ARIN NRPM<\/a>. As you may recall, my previous (and first) attempt at crafting policy was an eventual (and ongoing) success; policy <a href=\"http:\/\/weblog.chrisgrundemann.com\/index.php\/2009\/policy-2008-7-adopted\/\">2008-7: Annual WHOIS POC Validation<\/a> was adopted last July (although it <a href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2009-January\/012937.html\">has yet to be added to the NRPM<\/a>). To avoid confusion (as much as possible), I will address the two new proposals in their own posts.<\/p>\n<p>This post introduces <a href=\"http:\/\/lists.arin.net\/pipermail\/info\/2009-November\/000446.html\">Policy Proposal 102: Reduce and Simplify IPv4 Initial Allocations<\/a>. <a href=\"http:\/\/weblog.chrisgrundemann.com\/index.php\/tag\/ted-mittelstaedt\/\">Ted Mittelstaedt<\/a> and I collaborated on this one, as we did on <a href=\"http:\/\/weblog.chrisgrundemann.com\/index.php\/2009\/arin-whois-poc-validation\/\">2008-7<\/a>. Specifically; Ted crafted the rational for the proposal, with myself as editor, and I wrote the proposal text, with Ted as my editor.<\/p>\n<p>As I stated in a message during the initial <a href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/\">ppml<\/a> discussion: &#8220;The general intent of this policy is to make things easier for very small ISPs while balancing any side effects for the rest of the community.&#8221; In another message I explained: &#8220;We chose the name because this proposal <em>reduces<\/em> the minimum allocation and <em>simplifies<\/em> the NRPM by consolidating the multihomed and non-multihomed sections into one.&#8221;<\/p>\n<p>Here is the policy statement:<\/p>\n<blockquote><p>Modify section 4.2.1.5. Minimum allocation:<\/p>\n<p>In general, ARIN allocates IP address prefixes no longer than \/23 to<br \/>\nISPs. If allocations smaller than \/23 are needed, ISPs should request<br \/>\naddress space from their upstream provider. \u00a0When prefixes are<br \/>\nassigned which are longer than \/20, they will be from a block reserved<br \/>\nfor that purpose whenever that is feasible.<\/p>\n<p>And<\/p>\n<p>Replace the contents of section 4.2.2. Initial allocation to ISPs:<\/p>\n<p>4.2.2.1. Use of \/24<\/p>\n<p>The efficient utilization of an entire previously allocated \/24 from<br \/>\ntheir upstream ISP.<\/p>\n<p>4.2.2.2. Efficient utilization<\/p>\n<p>Demonstrate efficient use of IP address space allocations by providing<br \/>\nappropriate documentation, including assignment histories, showing<br \/>\ntheir efficient use. ISPs must provide reassignment information on the<br \/>\nentire previously allocated block(s) via SWIP or RWHOIS server for \/29<br \/>\nor larger blocks. For blocks smaller than \/29 and for internal space,<br \/>\nISPs should provide utilization data either via SWIP or RWHOIS server<br \/>\nor by using the table format described in Section 4.2.3.7.5.<\/p>\n<p>4.2.2.3. Three months<\/p>\n<p>Provide detailed information showing specifically how the initial<br \/>\nallocation will be utilized within three months.<\/p>\n<p>4.2.2.4. Renumber and return<\/p>\n<p>ISPs receiving an initial allocation smaller than \/20 must agree that<br \/>\nthe newly requested IP address space will be used to renumber out of<br \/>\nthe current addresses which will be returned to the assigning<br \/>\norganization within 12 months. ISPs receiving an initial allocation<br \/>\nequal to or larger than \/20 may wish to renumber out of their<br \/>\npreviously allocated space. In this case, an ISP must use the new<br \/>\nprefix to renumber out of that previously allocated block of address<br \/>\nspace and must return the space to its upstream provider.<\/p>\n<p>4.2.2.5. Replacement initial allocation<\/p>\n<p>Any ISP which has received an initial allocation, or previous<br \/>\nreplacement initial allocation, smaller than \/20 who wishes to receive<br \/>\nadditional address space must request a replacement initial<br \/>\nallocation. To receive a replacement initial allocation, an ISP must<br \/>\nagree to renumber out of and return the existing allocation in it&#8217;s<br \/>\nentirety within 12 months of receiving a new allocation and provide<br \/>\njustification for the new allocation as described in section 4.2.4.<\/p><\/blockquote>\n<p>In yet another message sent during the discussion on the ppml, I further explained that &#8220;one of the primary objectives of this policy is to provide a bit of a safety net for small ISPs who may have limited choices for upstream ISPs&#8221; such as &#8220;a remote rural WISP who only has access to a singe provider&#8230; as we enter a time where IPv4 may very well become monetized to the point that such ISPs will be forced out of business without an allocation from ARIN.&#8221; Perhaps as important as the IPv4 addresses that such an ISP would be able to obtain under this policy; receiving an IPv4 allocation would also qualify them for &#8220;an<a title=\"IPv6 allocation Criteria\" href=\"https:\/\/www.arin.net\/policy\/nrpm.html#six511\"> IPv6 allocation<\/a>, which is where real growth must take place in any case.&#8221;<\/p>\n<p>If you have questions feel free to leave them here but I also highly encourage you to get involved actively by <a title=\"Subscribe to PPML\" href=\"http:\/\/lists.arin.net\/mailman\/listinfo\/arin-ppml\">joining the ppml<\/a> and voicing your opinions there as well!
