{"id":296,"date":"2009-03-09T16:39:55","date_gmt":"2009-03-09T22:39:55","guid":{"rendered":"http:\/\/weblog.chrisgrundemann.com\/?p=296"},"modified":"2009-03-09T16:39:55","modified_gmt":"2009-03-09T22:39:55","slug":"arin-whois-poc-validation","status":"publish","type":"post","link":"https:\/\/chrisgrundemann.com\/index.php\/2009\/arin-whois-poc-validation\/","title":{"rendered":"ARIN WHOIS POC Validation"},"content":{"rendered":"<p>If you are a regular reader of either <a title=\"don't panic\" href=\"http:\/\/weblog.chrisgrundemann.com\">my blog<\/a> or the <a title=\"ARIN mailing lists\" href=\"https:\/\/www.arin.net\/participate\/mailing_lists\/index.html\">ARIN<\/a> <a title=\"ARIN PPML Archives\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/\">PPML<\/a> (<a title=\"Subscribe to the PPML\" href=\"http:\/\/lists.arin.net\/mailman\/listinfo\/arin-ppml\">Public Policy Mailing List<\/a>) than you may remember the discussion surrounding <a title=\"ARIN dot NET\" href=\"https:\/\/www.arin.net\/\">ARIN<\/a> <a title=\"ARIN's WHOIS service\" href=\"https:\/\/ws.arin.net\/whois\">WHOIS<\/a> integrity which occurred last <a title=\"ppml - August 2008\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2008-August\/thread.html\">August<\/a> (through October).<\/p>\n<p>The first policy proposal to hit the list was 2008-7 &#8220;<a title=\"Whois Integrity Policy Proposal\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2008-August\/011592.html\">Whois Integrity Policy Proposal<\/a>&#8221; submitted by <a title=\"ARIn AC Member, Heather Schiller\" href=\"https:\/\/www.arin.net\/about_us\/ac.html#hschiller\">Heather Schiller<\/a>.\u00a0 Although this proposal was named &#8220;integrity&#8221; the approach was to implement <em>authentication<\/em> via an <a title=\"ARIN - RSA (website search)\" href=\"https:\/\/www.arin.net\/search\/search?q=RSA&amp;restrict=Main&amp;btnG=&amp;ie=&amp;site=arin_www&amp;output=xml_no_dtd&amp;client=arin_www&amp;lr=&amp;proxystylesheet=http%3A%2F%2Fwww.arin.net%2Farin_search_stylesheet.xslt&amp;oe=utf8\">RSA<\/a> (<a title=\"RSA FAQ\" href=\"https:\/\/www.arin.net\/resources\/agreements\/rsa_faq.html\">Registration Services Agreement<\/a>) for all <a title=\"Whois - Wikipedia\" href=\"http:\/\/en.wikipedia.org\/wiki\/Whois\">WHOIS<\/a> resource records, which was contentious to say the least.\u00a0 I will not get into the <a title=\"RSA [PDF]\" href=\"https:\/\/www.arin.net\/resources\/agreements\/rsa.pdf\">RSA<\/a>\/<a title=\"Legacy RSA [PDF]\" href=\"https:\/\/www.arin.net\/resources\/agreements\/legacy_rsa.pdf\">LRSA<\/a>\/<a title=\"Legacy Resource - LRSA \/ FAQ \/ etc.\" href=\"https:\/\/www.arin.net\/resources\/legacy\/\">Legacy Resource<\/a> debate here other than to say that it was obviously an impediment to Miss Schiller&#8217;s proposal.<\/p>\n<p>After about 4 days of debate on the list, <a title=\"Michael Sinatra - LinkedIn\" href=\"http:\/\/www.linkedin.com\/pub\/5\/510\/a05\">Michael Sinatra<\/a> introduced his proposal &#8220;<a title=\"Whois Authentication Alternatives\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2008-August\/011593.html\">Whois Authentication Alternatives<\/a>&#8221; and the next day <a title=\"Ted Mittelstaedt - LinkedIn\" href=\"http:\/\/www.linkedin.com\/pub\/a\/957\/5ba\">Ted Mittelstaedt<\/a> offered up a third similar proposal, titled &#8220;<a title=\"whois POC e-mail cleanup\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2008-August\/011476.html\">whois POC e-mail cleanup<\/a>.&#8221;\u00a0 I had been following the conversation quite closely and agreed completely with the general intent of Ted&#8217;s proposal (WHOIS POC information integrity) but not the specific implementation as proposed.\u00a0 After absorbing as much of the debate as possible; I too <a title=\"Annual WHOIS POC Validation - don't panic\" href=\"http:\/\/weblog.chrisgrundemann.com\/index.php\/2008\/annual-whois-poc-validation\/\">submitted a proposal<\/a>; &#8220;<a title=\"Annual WHOIS POC Validation\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2008-August\/011562.html\">Annual WHOIS POC Validation<\/a>,&#8221; the next day.\u00a0 After some initial feedback and later conversations with and input from fellow &#8216;ppml-ers&#8217;, I <a title=\"first revision -- ppml\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2008-October\/012192.html\">revised<\/a> my proposal <a title=\"second revision -- ppml\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2008-October\/012337.html\">twice<\/a>, rewriting it into a much shorter and less operationally intrusive draft:<\/p>\n<blockquote><p>ARIN will validate each <span class=\"il\">WHOIS<\/span> <span class=\"il\">POC<\/span> at least annually. \u00a0Unresponsive <span class=\"il\">POC<\/span> email addresses shall be marked as such in the database. \u00a0If ARIN staff deems a <span class=\"il\">POC<\/span> to be completely and permanently abandoned or otherwise illegitimate, the record shall be locked or deleted. \u00a0ARIN will maintain, and make readily available to the community, a current list of address-blocks with no valid <span class=\"il\">POC<\/span>.<\/p><\/blockquote>\n<p>Shortly after my second revision (and <a title=\"ARIN XXII\" href=\"https:\/\/www.arin.net\/participate\/meetings\/reports\/ARIN_XXII\/index.html\">ARIN XXII<\/a>) the ARIN <a title=\"ARIN AC - about\" href=\"https:\/\/www.arin.net\/about_us\/ac.html\">AC<\/a> (Advisory Council) decided that the best course of action would be to work with the various authors collectively and combine the related proposals into a single revision for community review (and hopefully adoption).\u00a0 All of the authors agreed and we kicked off a three month conversation (facilitated by <span class=\"gI\"><span class=\"go\"><a title=\"Marla Azinger - ARIN AC\" href=\"https:\/\/www.arin.net\/about_us\/ac.html#azinger\">Marla Azinger<\/a>) <\/span><\/span>which culminated in a draft which should make its appearance back <a title=\"[arin-ppml] Petition Deadline \u2013 San Antonio\" href=\"http:\/\/lists.arin.net\/pipermail\/arin-ppml\/2009-March\/013106.html\">on the ppml in time<\/a> for discussion at <a title=\"ARIN XXIII\" href=\"https:\/\/www.arin.net\/participate\/meetings\/ARIN-XXIII\/\">ARIN XXIII<\/a> (26-29 April 2009 in San Antonio Texas).\u00a0 The new and improved <a title=\"policy proposal 2008-7\" href=\"https:\/\/www.arin.net\/policy\/proposals\/2008_7.html\">2008-7<\/a> is now titled &#8220;Identify Invalid WHOIS POC&#8217;s&#8221; (to allow for a second proposal &#8220;Fixing Invalid WHOIS POC&#8217;s&#8221; to be drafted in the near future) and it reads:<\/p>\n<blockquote><p>During ARINs annual WHOIS POC validation, an e-mail will be sent to every POC in the WHOIS database. Each POC will have a maximum of 60 days to respond with an affirmative that their WHOIS contact information is correct and complete. Unresponsive POC email addresses shall be marked as such in the database. If ARIN staff deems a POC to be completely and permanently abandoned or otherwise illegitimate, the record shall be deleted. ARIN will maintain, and make readily available to the community, a current list of address-blocks with no valid POC; this data will be subject to the current bulk WHOIS policy.<\/p><\/blockquote>\n<p>I am very glad that I was able to have a hand in this important piece of policy and am hopeful that it will be easily adopted in it&#8217;s current form.\u00a0 Watch the ppml for it and voice your support!<\/p>\n<p><em>UPDATE 3-SEP-2009: <a title=\"Policy 2008-7 Adopted\" href=\"..\/index.php\/2008\/index.php\/2009\/policy-2008-7-adopted\/\">Policy 2008-7 has been adopted by the ARIN Board of Trustees!<\/a><\/em><br \/>\n<em>UPDATE 7-June-2010: <a title=\"NRPM 2010.2 Implements POC Validation\" href=\"..\/index.php\/2010\/nrpm-20102-implements-poc-validation\/\">Annual POC validation has been implemented!<\/a><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The new and improved
